Server update 8/22/2012

Fixed admin cmd /fuelcars rescripted it to work as /fuelcars all refuels all cars on the server, /fuelcars ID refuels said vehicle id only.

Added gascan to 24/7 and added cmd /gascan to fill a vehicle you are a driver of too 20% fuel so if you run outa gas you now have a way to put some fuel in your vehicle to make it to a gas station to fill up.

Fixed an ongoing bug that showed its head again with 24/7 when you purchased blindfolds or a gascan it would say that you paid $2500 for these items when in fact you only paid the set price. Now it informs you of the correct price paid for these items.

Reworked the neonshop when buying neons it now places 2 tubes one on each side of vehicle looks much better when turned on now.
